Project overview
Foundations for Living (FFL) is an award-winning scheme in Huntingdon, Cambridgeshire, which demonstrates how mainstream housing and community learning facilities can be designed to be accessible to all including disabled people.
Integrated community
Papworth Trust developed the project to include wheelchair accessible housing for 24 people built alongside housing for sale, the Saxongate Community Learning Centre, and a support team to enable disabled people to become part of their local community. Saxongate provides a range of inclusive learning opportunities and advice on issues including employment and housing support.
We won the NHF Neighbourhood Award 2007 (Independent Living and Older People category) for the Foundations for Living Project.
Long term evaluation
The project also includes a long term evaluation of the outcomes and benefits achieved, which is being carried out with the independent research organisation RAND Europe. The evaluation work is based on an approach called logic modelling, which provides a framework for setting out the policy context, objectives, inputs, outputs and expected outcomes from the project.
The evaluation is running over a three year period so that long term trends and outcomes from the project can be documented. The evaluation includes face to face interviews with a range of stakeholders and a comparison with other projects regionally and nationally using a case study approach. It is also supporting the development of key performance indicators as part of the ongoing management information being produced for the Foundations for Living project.
The evaluation will provide valuable learning for Papworth Trust commissioners, funders and other service providers working to develop inclusive mainstream services which meet the needs of disabled people.
Supporting partners
Inspire East are supporting theFoundations For Living (FFL) evaluation. Inspire East plans to disseminate the good practice through their web based database of ?what works' and through the Excellence Framework . The Excellence Framework is a web-based tool which helps to define excellence in sustainable communities in the East of England.
The evaluation of the Foundations for Living (FFL) project is also being supported by Cambridgeshire Horizons, English Partnerships and Gallagher Estates
